Mateusz Morawiecki declared at the Development Plus convention that a good government for Poland cannot be formed without his movement. He presented proposals regarding EU reform, support for medium-sized cities, changes in housing cooperatives, funding social security contributions for young people, and gas prices. The announcements also included continuing the construction of the Central Communication Port (CPK), the Izera electric car project, and container ports, including the one in Świnoujście.

The gathering at Warsaw's Palladium Theatre was attended by, among others, MP Marek Jakubiak and independent MP Paulina Matysiak, who was invited as a special guest. A film titled "The Price of Retreat," which criticized the record of Donald Tusk's cabinet, was screened. The former prime minister himself called the incumbent head of government a "charlatan," accusing him of hiding behind distractions at the expense of labor issues, wage levels, housing problems, and child-rearing.

Morawiecki addressed the rest of the political scene. He described the Civic Coalition and the Left as anti-American formations, while labeling PiS and Confederation as anti-European. He was most critical of Grzegorz Braun's Confederation of the Polish Crown, calling it a pro-Russian and isolationist group.

Development Plus is intended to be a barrier against the "Braunization" of Polish politics. Morawiecki distanced himself from the declarations pushed by Braun's circle in early October regarding the restart of Nord Stream and Poland's participation in that project. For the former head of government, this solution is contrary to Poland's strategic national interest.

Program proposals presented at the convention

In European policy, Development Plus demands rolling back integration to the framework existing before the Maastricht or Lisbon treaties. The association wants to maintain membership in the EU and NATO while demanding an EU economic area free from the Green Deal and the migration pact. Referring to a recent visit to Namysłów, the politician also announced a separate package of financial, investment, and economic rules for small and medium-sized cities.

The package for housing cooperatives includes term limits for authorities and online voting for residents during general meetings. At least 3/4 of the income from advertisements, leases, and masts on a given building is to go directly to its tenants.

For the labor market, a proposal was made for the state budget to take over the payment of social security contributions for employees under 26, which is intended to encourage employers to hire them.

Morawiecki addressed energy issues. He criticized the margins of the state monopolist and pointed out that Orlen sells gas at 300–350 PLN per MWh, while it purchases the raw material under a contract with the USA for 100 PLN per MWh.

Split in PiS and the formation of a parliamentary club

At the end of July 2026, the deadline expired for an ultimatum from PiS leader Jarosław Kaczyński, who ordered MPs and senators to resign from membership in external political associations under threat of expulsion. A group of over 40 parliamentarians gathered around Morawiecki did not submit the declaration and registered their own parliamentary club, Development Plus. In August, the PiS Disciplinary Court decided to remove 38 MPs and two senators from the party.

During the convention, Morawiecki addressed those who supported the Third Way in 2023. He urged former voters of that alliance to place their hopes in Development Plus, which he called the authentic third way on the Polish political scene.
